Uzbekistan implements national strategy "Digital Uzbekistan - 2030"

The digital economy has been defined as one of the foundations for the development of the new Uzbekistan. To this end, the country has launched the implementation of the "Digital Uzbekistan - 2030" strategy. Within its framework, 89 projects were implemented in the regions and more than 200 projects in industries.

During the meeting of the Government of Uzbekistan on the training of qualified personnel in the field of information technology, President Shavkat  Mirziyoyev noted that since the beginning of the year, the number of residents of the IT park in Uzbekistan has increased by 35 percent, they have created more than 6 thousand new jobs. Exports of software products in the first eight months of this year amounted to $26 million. In the next 3 years, it is planned to implement another 300 projects in various sectors of the economy.

To provide these projects and the IT-sphere in general with highly qualified specialists in cooperation with foreign companies, the project "One Million Programmers" is being implemented. To date, 567 thousand boys and girls have received free education. Remarkably, 79 percent of them are school students.

The meeting discussed issues of improving conditions and expanding the coverage of education in the field of information technology.

The Head of Uzbekistan emphasized the importance of bringing the project to each school, if necessary, additional equipping schools with computers, and widely involving children in the project.

“Not a single school should stay away from the One Million Programmers project,” said President Shavkat Mirziyoyev.

It is also indicated that such courses will be organized on the basis of local youth centers.

Today in Uzbekistan there are 100 schools specializing in information technology. In the next two years, it is planned to increase their number to 205 and train more than 30 thousand students.

In this regard, the responsible persons were instructed to prepare teachers for these schools, equipment and training programs.

Another innovation - from October 1, 2021, 14 IT technical schools will open in all regions. There, about 8 thousand boys and girls will be trained in such areas as software engineering, information security and telecommunications.

The meeting also discussed issues of strengthening the material and technical base of technical schools.

Training centers play an important role in personnel training. In particular, "Aloka Bank" plans to create a venture fund with an authorized capital of 80 billion soums and an "IT Knowledge Development Center". Over the next five years, the center will professionally train 100,000 young people in software development, mobile applications and network administration.

In addition, there are currently 151 digital technology training centers in the country, in which more than 27 thousand students have studied this year. The importance of expanding the activities of these centers, the creation of such educational institutions on the basis of public-private partnerships was pointed out.

It should be noted that large-scale work in Uzbekistan is also carried out in the field of training qualified IT personnel at the level of Higher Education.

So, one of the leading universities in the country - the Tashkent University of Information Technologies named after Muhammad al-Khorazmiy - has switched to the credit education system (Credit-hour) since the 2018/2019 academic year. This step became an important stage in terms of introducing advanced teaching technology with an emphasis on individual planning and independent mastering of subjects by students, increasing their personal responsibility for the results of their studies.

Among the important events, may also note the opening in the structure of the university of the Joint Faculty of Information Technologies of the Tashkent University of Information Technologies named after Muhammad al-Khwarizmi and the Belarus State University of Informatics and Radioelectronics. Graduates of the joint faculty receive two diplomas at once. Moreover, the best have the opportunity to work abroad.

Every year the need for IT personnel in the Uzbekistan market is increasing, the popularity of IT specialties among young people is growing. And the opening of new educational institutions that train ICT specialists is a matter of time. In this regard, newly created educational institutions must fully meet the necessary requirements: to train IT personnel in accordance with international best practices, applying the latest achievements in the field of information and pedagogical technologies.

The first among such universities is the joint Uzbek-Korean University "Inha" in Tashkent, which has become one of the leading educational Universities in the republic. As part of its activities, the university is implementing a number of projects aimed at training qualified specialists and increasing practical cooperation between the university and business. In March 2020, a Co-Learning Center was opened for free training of gifted students in relevant ICT areas: website and mobile application development, 3D modeling, game development, computer design, digital marketing and cyber defense.

Recently, the list of foreign universities specializing in the training of IT specialists has been replenished with one more educational University. In 2019, Amity University opened in Tashkent - a branch of one of the leading private universities in India in the field of ICT, with offices in the world's largest cities as like New York, London, Dubai, Singapore and others.

The Amity University in Tashkent trains specialists in such topical areas as Information Technologies, Engineering and Computer Technologies, Economics, Tourism Management, and Business Management. Graduates receive an international diploma. Classes at the university are conducted by foreign and local teachers with high learning experience and an international level of knowledge.

In addition, in 2020, the Digital University of Japan was established in Tashkent by a decree of the Cabinet of Ministers of Uzbekistan. Japan Digital University is the first digital IT university in Uzbekistan that will train IT specialists who play an active role in the development of companies around the world. Graduates will be able to simultaneously receive diplomas from the Uzbekistan State University and the University of Japan.

The branch of the British "Westminster" University in Tashkent, the Russian Moscow State University, the Uzbek-Italian Polytechnic University "Turin" and a number of other local and foreign universities also specialize in training highly qualified personnel in the field of information technology in Uzbekistan.

It should be noted that today students from Tajikistan, Kyrgyzstan, Kazakhstan, Turkmenistan and other countries of the near and far abroad study at these Higher Educational Universities in Uzbekistan.

Thus, the national strategy "Digital Uzbekistan - 2030" covers all three stages of education and training, including preschool, secondary, secondary-special and higher education.

As it was repeatedly emphasized in the speeches of President Shavkat Mirziyoyev, the greatest wealth of modern Uzbekistan is the youth.

Therefore, an important place in the policy of Uzbekistan is occupied by the creation of decent conditions for the younger generation of the republic to enhance their role in society, to master the relevant professions and specialties. It is digital technologies that are the springboard that allow modern young people to realize their abilities to reach significant heights.
